In order to achieve the one million online students I feel that two campuses are needed.

One could argue that virtual learning takes place with one physical campus.

Agreed.

I feel that having a physical campus in Shanghai will give the student population there a sense of ownership.

Asean has a population of 570 million whilst China has 1.3 billion. (approx)

The Malaysian GLC's particularly Petronas and Proton already have a presence in China.

Petronas co-sponsors the Shanghai grand prix. So it already has a close working relationship with the circuit!

Malaysia and China appear to be keen to enhance trade and educational links.

This project is a perfect fit for their joint vision.
